Updated to v1.13.0-beta - better vehicle control

v1.13.0-beta focussed on better vehicle control, with some bug fixes:
- Increased racer tyre friction to improve control
- Reduced engine power
- Reduced steering sensitivity at high speeds
- Disabled graphics settings from menu when game is active.
- Applied graphics settings menu to FPS, and increased FPS for hi graphics setting.
- Turned off shadows from lights under racer.
